Facing Termination Of Parental Rights While most children placed in foster care return home to family, many children do not. Federal law requires that child welfare agencies file in court to terminate parents’ rights if children have been in foster care for 15 out of 22 months. In some cases, children and parents may not see each other again. Other times, families stay connected despite termination. In this issue, parents write about how they have handled termination.
