Police: 12-Year-Old Devin Parsons Beaten To Death By Mother

GREENSBURG, Ind. — The caseworker of a 12-year-old boy who police said was beaten to death by his mother earlier this year faces drug and obscenity charges. 

Scott T. Ogden, 28, was arrested this week after police said he gave a woman who he met through his work with the Department of Child Services three hydrocodone pills and sent her explicit text messages, including a nude picture of his genitals. 

Ogden, who is the supervisor for both the Decatur County and Ripley County DCS offices, had developed a relationship with the woman, who lost parental rights to her four children as a result of an intervention by DCS, officials said.

“Ogden had texted her requesting sexual favors and indicated, in return, he would give her information about the placement of her children,” according to court documents. 

When the woman asked Ogden what she had to do to see her children, he responded, “You know what I want,” according to court documents. 

When asked for further explanation, “Ogden responded that he wanted her friendship, but if there was sex that would be great,” according to court documents. 

Ogden was charged with delivery of a controlled substance, official misconduct and distribution of obscene matter.

Ogden’s home, where police said he gave the woman the pills, is within 1,000 feet of Greensburg Community Junior High School, which could enhance the penalty, if he is convicted 

DCS records obtained by RTV6 confirm that Ogden was the family case manager supervisor on the case of Devin Parsons, who was found dead in his family’s home June 3. 

The boy’s mother, Tasha Parsons, 29, later admitted to using her hands, feet, a belt and a metal tray to beat her son over a period of several hours while her boyfriend, Waldo Jones Jr., watched, police said. 

She told police she beat the boy because he had hidden her pain pills and wouldn’t tell her where they were. 

Records show that a DCS worker interviewed Tasha Parsons and Jones just 11 days before Devin’s death, but didn’t take any action. 

Tasha Parsons has been charged with murder. Jones faces a charge of neglect of a dependent causing death, and dealing drugs. 

Ogden has previous convictions for possession of marijuana and possession of paraphernalia when he was 18, which were disclosed on his DCS application, officials said.
